St. James church, heart of ‘the Scrub,’ will be African-American museum

The black neighborhood razed during urban renewal is now home to the Tampa Housing Authority’s ENCORE!® development

St. James Episcopal Church once was a hub for the African-American community known as the Scrub.

Then, the Scrub was razed, the congregation moved, and the original brick St. James building fell into disrepair.

The Tampa Housing Authority began restoring the century-old St. James structure three years ago and the work is nearly complete.

The Tampa Housing Authority’s redevelopment of public housing sites into modern mixed-use, mixed-income developments continues with The Tempo at ENCORE!

The first residents moved into the seven-story, 203-unit, mixed-income development late last year, after a series of delays due to contractor issues. The Housing Authority will formally mark the completion of the latest piece in the ENCORE Tampa! apartments with a ribbon-cutting ceremony on March 15.

The Tempo opens, brings more affordable apartments to Downtown Tampa

A new note has been added to ENCORE! Tampa, an affordable housing development in downtown Tampa.

The Tempo, a seven-story building featuring 203 units of one, two, three, and four-bedroom apartments, is set to start moving residents in on the first few floors this month as construction on the remainder of the building is completed.

The Tempo features affordable and market-rate units with an average rent of $874 throughout the building.
